Trustee Ralph Samuels brings a practical understanding of Alaska’s economy and governance to his role on the Board, with professional experience spanning both the private and public sectors. He is currently the Vice President of Government and Community Relations for Holland America Line, based in Anchorage.

Before joining Holland America, he served as an airline executive at PenAir, an Alaska-based airline. Prior to that, he was elected to three terms in the Alaska House of Representatives, where he was recognized for his efforts in fiscal policy, natural resource development, and promoting long-term economic sustainability.

Trustee Samuels was appointed on November 24, 2025, to fill one of four public seats on the Board.

APFC operates under the oversight of a six-member Board of Trustees. The Board serves as fiduciaries of the Alaska Permanent Fund and is responsible for ensuring the Fund is managed in accordance with state law and the highest standards of integrity, transparency, and financial stewardship.
