
John D. Skjervem is Chief Investment Officer for Utah Retirement Systems (URS), which manages $58.2 billion in financial and real assets across defined benefit and defined contribution programs. Before joining URS, John was CEO of Alan Biller and Associates, overseeing its $131 billion institutional investment advisory practice. He also served as CIO for Oregon State Treasury, managing a $111 billion globally diversified portfolio, and held leadership roles at Northern Trust, including CIO for its $180 billion wealth management division. In addition to his APFC service, John advises the Retirement Board of the Idaho Public Employee Retirement System, serves on the IEEE Foundation’s Investment Committee, and is a member of both the Milken Institute’s Global Capital Markets Advisory Committee and the Investor Advisory Group of the International Sustainability Standards Board.
He holds the Chartered Financial Analyst designation, a BA in Economics from UC Santa Barbara, and an MBA from the University of Chicago Booth School of Business.

APFC operates under the oversight of a six-member Board of Trustees. The Board serves as fiduciaries of the Alaska Permanent Fund and is responsible for ensuring the Fund is managed in accordance with state law and the highest standards of integrity, transparency, and financial stewardship.
