
Trustee John Binkley, a third-generation Alaskan from Fairbanks, brings a wealth of experience in local business ownership and public policy to APFC’s Board of Trustees. He has served as president of the Alaska Cruise Association since 2007 and previously served as a director of the Alaska Railroad Corporation for more than 30 years.
Trustee Binkley started his public service career as a member of the Bethel City Council from 1982 to 1985. In 1985, he was elected as a state representative for District 25, Bethel and surrounding villages, and in 1986, he was elected to the State Senate, where he served until 1990. Trustee Binkley has also served as chairman and CEO of the Riverboat Discovery for 14 years and president of the El Dorado Gold Mine for 12 years.
He is a licensed boat captain, has been flying fixed-wing and helicopters for over 50 years, and enjoys playing hockey.
Trustee Binkley holds an associate degree in airframe and powerplant maintenance technology from the University of Alaska Fairbanks.
Trustee Binkley was appointed to one of four public seats on the Board on February 4, 2025.

Board of Trustees
APFC operates under the oversight of a six-member Board of Trustees. The Board serves as fiduciaries of the Alaska Permanent Fund and is responsible for ensuring the Fund is managed in accordance with state law and the highest standards of integrity, transparency, and financial stewardship.
